I've used a mortar bed for the tile installation on the landing and I'll use the same system for the step.
First I build a frame to support the plywood.

After the plywood is installed I attach roofing felt and lath.
I've used "deck mud" for the mortar bed on the landing. For the step I've used "fat mud" which is the same as "mortar mix". |

By using a mortar bed I'm able to create a level and flat surface to the exact measurement I need.

The slate is set, grouted and washed.
I've used a Schluter trim along the edge of the tiles. |
